This was stated by EU High Representative for Foreign Affairs Kaja Kallas at a press conference after the Foreign Affairs Council. ‘Previous talks have failed because Russia has never made any concrete commitments. Pressure must be exerted on the aggressor, not the victim. Rewarding aggression will only attract more aggression. The EU has a very clear two-point plan. First, to weaken Russia. Second, to support Ukraine,’ she added.
